TLDR: Fighter has the least support to lean into Frightened effects but is least reliant on it. Rogue lets you lean in the most on Frightened effects but will be most reliant on it. Swashbuckler is in the middle of those. Edit: Ultimately I suggest the Rogue build. It has a ton of mechanical support for fear effects..
